-Create a new document with 500x500 px 300 Dpis and BG black.
-Add the guidelines for a better result.
-Create anew layer (I named BASE), select the "marquee tool" (M) and leave with fixed size as shown below. Fill with white.




-Select the brush tool and a soft brush with size 150 and opacity to 40%, use the guidelines to give a click on the center exact.
- Repeat the process but with the brush in size 80 and opacity 80%.
-Again, with the brush in size 40 and opacity to 100%, this time you can give two clicks to be more alive.





-Select the eliptical tool and leave with fixed length in 110px, create a new layer (I named reflection ext.), And create a selection to the center of the document, go to "edit", "stroke" and apply with 1px in white and center.





-Still in this layer (reflection) apply the Gaussian blur filter as in the image below.





-Now select the layer Base copy and apply the effect "outer glow" as in the image below.





-Well this is the end result ... Reminding you can change settings, colors, etc. ... A way to get their different results.
