Easily add a rain texture to your images
Create a new layer and fill it black. Convert it to a smart object.
Now add some noise, by going to Filter -> Noise -> Add Noise. I added 67%, Uniform, Monochromatic in this example, but you can change it later.
Change the layer style to Screen

Now go to Filter -> Blur -> Motion Blur. I used Angle 59 and Distance 44

You may find that it has washed out the blacks of your image, or that the rain is too heavy or light. So now add a Levels Filter (Ctrl/Cmd + L). Here are the level settings I used.

And that's it. You now have a rain!

You can try adjusting the levels to change the effect of the rain.
