Easily paint in highlights, or shading, with separate layers to keep your original image intact.
Create a new layer (CTRL/CMD + Shift + N), select mode: Overlay and tick Fill with Overlay-neutral color (50% gray)

Duplicate the layer (CTRL/CMD J) and name one layer Dodge, and one Burn.

Select your Brush Tool (B) and change your brush colours to Black and White (D). Set your brushes opacity to about 20% (keypad 2)
Now brush in black on your Burn layer to shade areas and white on your Dodge layer to highlight areas. You can press X to change between your two colours.
