Ive done this before but can't remember how to do it now

i wan't to know how to do the lines (sort of like sun rays) in the background on this image

You could make the rays by applying perspective to a rectangular selection (making them wider at one end than the other) - and then applying a radial gradiant tool. There are probably an easier way to do it, but it works

or just use your pen tool to cut em out ;)

You need to make a gradient like this,

and then use the angle gradient tool to make a sunray

or the easyway ...... use a sunray brush :)

I want to know how to actually make the lines with the polar co-ordinates? do you know how?

Make a row of vertical bars and fill them with a gradient - then apply Distort > Polar Coordinates - That should do the trick

Yep do what 999ups suggests, make sure your starting image is square tho. Obviously the more bars/columns you use the more rays you get.
