Been one before, was recently demoted for inactivity, no surprise he is back, we will see him requesting again in five months when this promotion runs out...

According to his statistics, I have to say no:
Gallery downloads: 2,887
Gallery uploads: 263
I struggle to see where he would need to have almost 3000 covers. Even if he were to illegally burn out all of them, it's still a very high amount and also very unlikely.
Side note: This might sound a little harsh, but from the looks of it, his covers doesn't require much work, sure not enough to way up for the high amount of downloads he has.

Probably
He was a contributor for quite a while though. He also claims he lost access to his account.

You would be surprised how many people download more than this. And even some of the best designers here haven't uploaded 263. Also, some members download the full sized covers just to look at them.

Yeah I know, but it doesn't seem that way from what he's recently downloaded. Looks more like he's either downloading them to use for himself or something else. I don't know this person and I haven't had any contact with him, so I'm not judging, I'm just basing it off of what I see.

What're the rules regarding tagging your covers?
I checked the first cover of the lot, and at the lower back he's tagging the cover with 'Spanky Duck Designs'
:edit: Just checked. He tagged all of them.

The trouble is, it would be wrong of us to judge him as it could well be perfectly innocent. And that is the benefit of unlimited downloads

Members can tag with their own logos, but may not tag with other websites etc

Although his work probably doesn't require much effort he is still filling the gallery with content people may like so I'll say yes.
If he does end up downloading a lot more than contributing following his promotion (if he is promoted), I'm sure we can have a word with him about it?
