While I'm tempted to shout an emphatic "yes," as I love nikerun's artwork and find him to be a great person, I suppose I need a reminder of the rules for becoming contributor... is there a time frame for uploads?
His covers are stunning, but most of the ones he posted in his "proving" thread were uploaded in 2012. We're halfway through 2013 at this point.
My point for mentioning this is not to find a reason for denying promotion to contributor status for an already great and established designer, but moreso because I want to see nikerun return to being an active member of the cover community, with relatively frequent uploads and participation in the forums. He has been demoted previously due to inactivity and I'd like to see him stick around and gain further promotions. The fact that most of his "proving" covers were uploaded so long ago makes me wary about his current and future participation.
More than anything, I want to see more wonderful work from nikerun and I hope that this latest attempt at proving himself is an indication that he intends to make more great stuff and be more active.
I'll hold off on voting until I hear some other opinions on this.

Well, I think Nike's free time is limited, with him still in school, so I am unsure if we can expect more from him in the future (participartion-wise).
His designs are really cool, he spends a lot of time taking in new techniques and everything, but he also tends to be anal about his work, making his wips rival those of our dear own princess (and me). This fact makes him produce less (even if they're awesome) covers. So it's not all about the quantity, also the quality with him, I think.

I understand that his free time is limited, but to be honest, JR... so is the free time of practically every member here. We all have jobs, families, school, homes, whatever... and I also think most designers here value the quality of their work and are obsessive about making each cover "perfect."
I want to see nikerun back as a contributor, then a cover designer, and then as a Master Designer where he belongs. But if he can't meet the upload quota required by all members... well, that's a problem, regardless of whatever reasons or excuses you might be giving him.

The ruling on covers is not time limited, however they must be uploaded since he was demoted previously (ie not used to prove himself previously, or to maintain his prior status). If he does not contribute enough, he will be simply demoted again so I don't think that is something to be concerned about
