Im working on a Harry Potter Cover and I was wondering how this light effect is made

Do it with brushes. Made an 30 seconds example here, nothing special but here is the brushes for download and you can play with it wherever you want.

or just get yourself Knoll Light Factory plugin by Digital Anarchy, and have thousands of options. :)

you can also make a new circle layer, fill with white> add Gaussian Blur > Add lot of noise and then radial blur with 100% amount and Zoom blur method, hide the background and define Brush Preset use in future.
