Yeah, I knew Farquaad was tiny. It was more the Pirate guy I was thinking of. But since you mention the faces, it seems about right.
As I said, I've only seen bits of the first film, so I have no idea on how tall each of them are.
I'd leave them as they are, in that case.

What if you placed some green babies between Shrek's legs? Looks a bit crowded at the left since you already have the three pigs there.

Oh I did notice that the Cat was mirrored, I've added what I think could be a suitable replacement, but you might have to piece a bit in for Shreks shoulder

Includes loads of stuff, Babies, Other Ogres and so on, have fun

need anything else I'll try and find it

Edit, Oh I agree about the babies put them below shrek
