You basically answered your own question. Apparently, the 1989 Punisher is on Blu-ray overseas, in Belgium/Germany somewhere. No, I haven't had a chance to watch Arrow. I opted out of cable for the new house, since we have Netflix, Amazon Prime, and a large DVD/BD collection. Shows I can't go without (Walking Dead), I download with season pass from Amazon, so it definitely hurts my ability to check out new shows. But to be honest, I have little interest in Arrow. From what little I've seen, it looks like it's covering similar ground as Smallville's Green Arrow, and like Smallville and Birds of Prey, I'm betting it's another loose adaptation of the source material.
