It depends on method of payment. If it is a cheque, you will need to wait until it clears. If it is something like a postal order, then it will be instant. I would advise against sending cash though.

But out of this staggering # of members, how many are going to pay? A wild guess would be around 15%. Thus solving the problem of high bandwidth?

well i for one am all for it i know i would be stuck without it although i do use other sites but this is one of the best around,i am more than happy to pay the subcribers fee which i have just done but that wont stop me from uploading more covers and hopefully be as helpful as i can with the other members.
