IMade the cut out, painted hair and then adjusted her image to get a good contrast, then added some newspaper patterns along her shape (# 1), then some rectangles inside her shape (#2).
Then brought back the original layer with some more curves and blendet out some parts of her here and there (#3). Then again added some newspaper patterns and textures on top (#4) just as some more adjustments to bring back her eyes clearly for example.

Made a smart object out of all the layers and added a gausian blur fliter to blur some areas especially near the bottom behind the title.

After Zodiac you come up yet with another brilliant design concept Also, it's surely inspiring for the others to see your step-by-step process, so kudos to that!
