Blue lines in PS

How do you get the blue lines up photo shop so you can place the spine in the correct position..

CTRL + H hides / shows the guides. Do you want to add more tho? If you want to add extra lines, you can either drag them from the ruler on the side of the window (if you have the ruler showing CRTL+R) or go to View -> New Guide

how do i make sure the spine is in the correct position? it says 170px but how do i check or set it up using the guides?

To add the guides for the spine, goto View -> New Guide, Select Vertical and type in 1535px where it says 0cm. Do this again adding another guide for 1705px. This will give you a 170px spine on a standard DVD template.
