2 People - Develop Feasibility study and timetable of events. (requires committee approval)
2 People - Produce four utilities to reduce screw-in time
(in addition to the electric utility).
1 Person - Maintain ISO and OSHA standards
(sockets, voltage, AC/DC).
4 People - Commonality task force on bulb change.

They left out one key point too Chouette, they failed to include the people and time involved in replacements for broken, lost, stolen, given away for votes bulbs as that would be staggering too... could be 10K bulbs and 1000 man hours to get one bulb replaced...
