Personally I don't think he should be and I have already suggested to him to use the W.I.P to improve.
Lately it seems that there are a lot of new people who are knocking up covers really quickly just to gain access to the covers for free (that's how I see it anyway).

Well I think you are seeing 20-20.
The problem is the qualification guidelines, this one in particular:
• If images are deemed to be hirescovers quality, you will be considered for the contributors* group.
Hard to vote NO if they have work "approved" and "in the gallery" as that is (as old jewelers would say "the acid test") simply because if you allow their work "in the gallery" by definition "they qualify" you see the rub there.
That needs to be changed or IMHO added to, as in you have to have been a member for X amount of time and/or contributed X amount of work OVER a given time -- not in one day or two, in other words the question needs to be:
Have they BEEN a contributor by proving it?
And the answer needs to be yes --BEFORE-- they get to be one by title and the benefits acquired thereof.
Right now the system is not in the sites favor and clearly favors the uploader, not to mention it is easy to exploit if they so choose (Alien comes to mind for some reason maybe even GEMEOS37), just my 2 cents on that.

One more point it might be easier to fix by just not allowing the contributor tag to apply to designers keep that for resource contributors only and then simply say hey "if your not good enough" (in a site artist/staff opinion vote) to get a green tag you can't have free access-- problem solved.

And I agree with all above. Maybe there's something that needs to be changed in the rules.
I know, everybody is/was starting somewhere, but what MrxxXXXxx has shown has nothing to do with custom covers.
So I#ve voted "no", because "not yet" won't change anything. If we tell him to have a look to the WIP section, we probably won't see him again.

So you know, the staff are discussing this situation and trying to figure out a better system for contributors. As it stands now, we would not be able to deny MrxxXXXxx on the reasons given. As the current rules are, MrxxXXXxx should be allowed access. It would be unfair to turn round to MrxxXXXxx and say 'Sorry, you would have been accepted, but we have changed our rules'
That being said, we need to get the updated rules into place before anyone else proves themselves.

2) Ensuring that contributors continue to upload regularly, rather than uploading a bulk amount of covers/labels and then just enjoying access to the galleries without a continuation of contributions for several months.

A contributor is normally someone who is starting out in the hobby. MrxxXXXxx's uploads are not designer quality, but they are contributor quality.

There is a very big difference between calling peoples covers 'tat' in the shoutbox, and saying that someone has slapped a cover together in a designer only discussion. The discussion here is not going to affect any of the members we are discussing in a negative way.
And for the record, according to the current rules, I have voted yes.
