Unfortunately he only has 3 recent covers, which means he will be demoted by the system as he has not enough covers to maintain his status

I did try to explain this to him previously Punisher does some great work and definitely has the quality, just not the quantity. One of his issues is having access to resources to create new work. I have offered to give him what he needs, but obviously it isn't the most convenient way for him to get hold of resources. Perhaps if he was upgraded now and had a month before the system degrades him, he could get enough new content together to keep his position??

Although i have my doubts its for resources he wants acces, as he's member of moviegrafix so getting resources should not be a problem to make covers ?

I vote yes and hope he takes advantage of the time remaining to meet the quota required - putting together a bunch of labels would lessen his workload.

I'm reminded of guys like NikeRun or M0vieM0nster, who are important to the community and obviously deserve Cover Designer designation (if not higher) but sometimes fall out of the upload range.

An even closer example might be syxx0rz, who I believe already got bumped back down to Member again.

The upload quota is almost definitely going to be rough, but Contributor status would send a nice message in welcoming him back as a valued designer.
