Was just about to make a similar suggestion.
The middle area is what spoils it for me. By which I mean the guy bottom centre, and the two girls above him (sorry, don't know character names.)
The rest of the characters are positioned nicely, and open out as if to present us with a central scene. But then that space is suddenly closed right back up again by 3 heads.
A distant shot of Pacino may work nicely to bring our eye into the imagery a little more. I know you already have him featured prominently, but having more of a 'scene' of him too could work.
I've quickly - and very crudely - done an example. I switched the bottom guys over so as to draw us into the centre, rather than the edge of the image. Tried a different character layout as a don't wanna ditch anyone (except Connie). They're all important characters in the movies. Will have to tinker some more regarding adding scenes, objects etc.

agree with Kernie that the overall layout has way to many heads and would look far better with a couple of action pieces strategically placed to wrap up the front also for some finishing touches you could keep the Title font as is and just grunge it up and maybe make the Trilogy Text slightly darker so it stands out a little more. looking awesome cant wait to see what you do with the back

Personally, Z, i tend not to voice my likes and dislikes.. i feel it's personal taste or preference what someone does - hence i may come across as dismissive with short 'i like it' posts. I see big heads and i think Z likes big heads.. whereas, i like characters and scenes mixed through. I feel personally that there are far too many characters on front - but it's not for me to decide that so i would not say anything

But, Z did post this in a WIP thread, so I'd imagine that he's open to opinions... your's included.
Personally, I'd be annoyed if you simply posted "I like it" in one of my WIPs when you had something more to say. I think other designers would appreciate input of any kind, whether it is in agreement with what the artist is doing or in disagreement.

I know you don't want to ditch any characters, but sometimes sacrifices have to be made for the "greater good" of the entire design. It might come down to you having to get rid of one or two characters in order to make it work. I'm not saying ditch characters just yet, but keep that as an option.
As others have said, there's still too many floating heads. I don't think there's too many characters necessarily, I think there are just too many floating heads of characters. More variation (as I said several posts ago) would probably help your cause. Show more/less of the bodies or cut them off at various points of the body. At present, you have five heads that all cut off around the neck/shoulders and four characters that all cut off around the elbows/waist. I think you need to either vary where you're cutting them off, or vary the scale of the characters themselves. The overall layout is, in my humble opinion, still too cluttered and becoming repetitive.
Sorry. I hope you don't take offense. It's an excellent piece of artwork, but the layout isn't gelling quite yet. Maybe look to your recent Dredd cover and take some cues from that?

And I'm not taking offense of any negative comments as long as they are contructive, which I think yours are.
Ok, so I've added a couple of scenes to the composition. Still a lot of characters but more body and less heads + a few of them are a little smaller. Need to add light and shadows to make things pop more and also get back to the coloring, but wanted to post what I had first.

also don't forget you have an entire back to fill so you could always move some of the characters over to that side.
