I think you've got some really good elements, but they're blending together in places where you don't want them to blend together (and contrasting in places where you don't necessarily want them to contrast).

What if you were to make the paper a little more orange, and then make the heads more "burnt" in to the background, instead of being grayscale? Like:

Then, you could give the "wall" behind the paper the same color tones as your two main characters. Gray wall, gray characters. Tan paper, tan floating heads. This way, instead of seeing everything at once, your eyes can kind of go 1-2-3-4 and appreciate each element.

My alternate suggestion would be to have the guys in orange tones too, with just the wall and title in shades of gray.

Are this any better? Ignore the Background, adjust it later!
Made the paper more orange, and tried too "burn" the heads into the texture in the paper. Is it something like this you ment BD?

Maybe use a note paper filter over the faces and put the opacity down from the original ones.
Something like this, only better :)

Wes your right, maybe it looks to clean, but with that filter im back to black and white. Thees are at 60% opasity and hardlight blendingmode, adjusted induvidiualy with levels and hue/saturation, and on top off all that, another hue/saturation. Thats The best result so far. I think the problem is that the paper are to bright? Still working on it!

that's right buddy(black & white) but maybe put your original on top with blending option on overlay with 50% opacity for the color.
These are just some thoughts, do what you think is best :)

Maybe add some textures on top?

I used a concrete picture and a folded paper for more effect and a photo filter orange
