What if you were to make the paper a little more orange, and then make the heads more "burnt" in to the background, instead of being grayscale? Like:

Then, you could give the "wall" behind the paper the same color tones as your two main characters. Gray wall, gray characters. Tan paper, tan floating heads. This way, instead of seeing everything at once, your eyes can kind of go 1-2-3-4 and appreciate each element.

Wes your right, maybe it looks to clean, but with that filter im back to black and white. Thees are at 60% opasity and hardlight blendingmode, adjusted induvidiualy with levels and hue/saturation, and on top off all that, another hue/saturation. Thats The best result so far. I think the problem is that the paper are to bright? Still working on it!
Maybe add some textures on top?
