I have seen some of your stuff elsewhere, and it's really good - you shouldn't have any problems here (if you ever figure out the uploading stuff )

Make a row of vertical bars and fill them with a gradient - then apply Distort > Polar Coordinates - That should do the trick

You could make the rays by applying perspective to a rectangular selection (making them wider at one end than the other) - and then applying a radial gradiant tool. There are probably an easier way to do it, but it works
