I am working on a cover for the upcoming movie Pokémon Detective Pikachu, but images aren't as readily available as I was hoping. I have been trying to recreate a scene I found, on the back, but the image I was using for Pikachu has a lot of noise. But thanks to a great tip from CT, there was an easy fix using the Oil Paint filter. So I thought I would share it for anyone else that wasn't aware of it's uses.
Original Image:

Built into scene:
[attachment=41010:New.jpg]
I then added these
Oil Filter Settings:
[attachment=41011:OilPaint.jpg]
And then these
Smart Sharpen settings, to make the fur stand out some more:
[attachment=41012:SmartSharpen.jpg]
And I ended up with this:
[attachment=41014:PikCity.jpg]
It still needs some touching up, but I am almost there
