You can use the Clone tool, alongside the Lighten/Darken Layer Blending modes to remove imperfections, bags, wrinkles etc.
Create two new layers above your image and name them Lighten and Darken. Change the layer blend modes to Lighten and Darken accordingly.

Select the Lighten layer and your Clone tool (S). Change the Clone Tools opacity to about 20%, flow to about 50%, size to about the size of the eyes pupil and hardness to 0%.

While holding ALT, select a lighter part of the skin. In this case I will use the highlight under her right eye. Now clone in the dark areas you want to remove. Here I have used this method around her eyes, mouth, cheeks and forehead

Now we want to blend in that light area under her right eye, and remove those light spots on her forehead. So select your Darken layer and with the clone tool, ALT and right click on a darker area of the skin, and blend in those areas the same way you did with the Lighten layer.

And there you have it. This is just a quick example, but you get the idea.
