You can easily space out layers in Photoshop with visible sized guides
Ensure Guides are turned on (CTAL/CMD +H) or View -> Show -> Guides
With the Select tool (V) hold SHIFT and your left mouse button and move your first layer to the distance required from the first layer. (Vertically or horizontally)
Now select your third layer, and again hold Shift and your left mouse button while moving the third layer across. When you reach an equal distance as between the first two layers, a number will appear to show the gap in pixels is the same.

You will also notice solid lines to show the top, bottom and center alignments.
