If the background is black or White I use Zantashas layer channel cutout. I Think this tutorial is somewhere here at this forum. In this way you remove the background. The result may not work on Everything, but ItÂ´s Worth a try.

That's also how i usually do it, as for rain there are pngs and filters that work but i haven't played much with the rain
