I did this in 2 minutes, no lie. It's a very simple effect that can be extremely effective.
I suggest using a thick bold font, they tend to look better. For this example I used "Futura Extra Bold". Text colour was #5d5d5d (a dark grey). It looks slightly blue because of the blending mode, and the underlying coloured layer.

Here are the settings I used for the Inner Shadow. Obviously, depending on the size of your text you may need to do some tweaking.

And here's what I used for the Beveling. Again, slight tweaks may be needed depending on the size of your text.

My very simple layers screen. For your texture, it's really completely up to you. It all depends what sort of feel you're going for!
