This evening a quick thunderstorm passed and we lost power for about 30 secs. About an hour or so later I turned on my pc(HP Pavilion w Xp Home), and the check disc for errors scan appeared. I let it scan everything and when it went to boot it brought me to the (DOS?) Screen where it allows you to choose:
-Safe Mode
-Safe Mode with Network
-Safe Mode with Command Promt
-Last known Good system
-Start Windows normally

Tried every one of these and when the PC boots up it gets to the Windows XP screen and then just restarts over and over again, no matter what options I choose? Any Ideas?

Do you have your XP install cd? If you do let me know and I'll pm or e-mail you the procedure to fix what is probably wrong with it. For some reason power failures/surges etc. often damage what is called the 'MBR'(master boot record). You can repair it by using 'Recovery Console" which is accessible from your XP cd, or as a start-up option if you know how to install it. Let me know if you want my help.

Well unfortunately my HP pc didn't come with a disc. What it did come with was a recovery partition on the C:/drive, which in my case is totally useless right now, since my computer won't boot up so i can get there
